The Notification center allows the users to receive updates on items they are following or assigned. The purpose is to eliminate the sole dependency on emails to communicate about work updates.
A user needs to have "View" privilege to the work item to be able to receive the in-app notifications or mentions.

The latest messages are always shown on the top with unread messages in bold. You can click on the notification to view he related wok item.

The in-app notifications include new work assignments, modification to items one is currently working on, and updates or conversations on tasks and discussions that one is following.
